A small explanation of the subject.
Since February 2002, Europe started to reform its institutions. That was more than necessary, due to the fact that the enlarged Europe after 2004 can not be realized within the framework of the now existing Europe.
The European Convention, which finished its work on July 18 2003 made several proposals, which have been scrutinized by an Intergovernmental Conference (CIG) in Rome on October 4, 2003. This (Draft ) Constitution, proposing even a full-time president of the European Council instead of the rotating presidency now, led to a hot discussion, at least in Brussels.
That is the reason for this conference.
Now-even now this constitution has been signed- this will not be the end of it.
Already several countries have announced their decision to hold a referendum or are reconsidering it. The question is however:
Do we need a constitution and what are the changes we need?*
We do need a European Constitution in order to limit and clearly define and separate the powers of the European Commission and the European Parliament and between the Nation States and the European Institutions.
This has to be clearly regulated and incorporated in the law.
If we reject the Constitution as a whole, we will be left with the current treaties and with the existing draft Constitution.
We should promote a few elements, that should be adapted in the now signed Constitution:
1) Service in the general interest
2) A clear separation of powers
3) A second Chamber in the European Parliament
4) No tax harmonization
5) Fundamental rights
This conference will treat the existing-proposed- Constitution, the point of view of the states, that are going to have a referendum about the European Constitution, of those that are not going to vote and finally the proposal for an Alternative Constitution.
The final position:
The clear position should be, that if the Constitution will not be reviewed with reference to the abovementioned areas, then it should be rejected.

The Friedrich Nauman Stiftung aims:
The Dialogue Programme Brussels aims to add a liberal dimension to the international development dialogue. The emphasis lies on the development of modern-day, problem-oriented solutions in important areas of liberal politics such as human rights, civil society, market economy, free trade and environment. The dialogue programme aims to enhance the political and developmental work of the foundation in offices in various project countries.
Institut Turgot is a Brussels-based french speaking free-market think tank founded in 2002 upon the model of IEA. Once a month, it organises a private Sablon Discussion Luncheon, hosted by its Chairman, Jacques Raiman. Its first publication will be a book about "Healthcare Reform" in France. Institut Turgot is now developing a Paris branch.
